SWR Productions Forum _ The Workstation _ binview.exe

So I downloaded that binview thing from the link over in the Toolbox so I could try extracting sounds and stuff from RA3, but ... I seem to be having some trouble. Specifically, when I try to open it, I get this error:

"The program can't start because libmpg123-0.dll is missing from your computer. Try reinstalling the program to fix this problem."

... what does that mean? And where can I get this file? Do I even need the file, or is this thing just being stupid?

If reinstalling it doesn't fix it then you could try downloading the DLL of a website and placing it in the same folder as the program.

Usualy that should solve your problems.

Well, thing is ... it didn't even ask me to install it. After I downloaded the tools, I just tried to run the .exe and it gave me that error. I don't know what I did wrong here.

Well ... I tried searching for a download, but ... I can't find any. I can find other .dll files, but not this one.
