Rest assured that the ECA is not a return to the European political landscape of the early 20th century. There may be nationalised currencies, but due to the smaller number of actual member states, there won't be as much of a gap as there would be if today's 25+ countries were to spontaneously reintroduce them. Economic cooperation and benefits between the member countries are present, as are pretty much all the joint European research projects like ESA or CERN and while the countries do make some light-hearted, non-invasive attempts to instill a feeling of togetherness, they don't push it on anyone, leaving national identities and sovereignties intact. The political institutions have been reduced significantly and they only actually decide on stuff that would realistically affect all of the members. In addition, there is a very noticeable military component with the creation of the European Continental Army, which is basically a standardised task force consisting of various units from the member countries' militaries that change on a yearly rotation, acting as a common military response force that can mobilise faster than the national militaries. So yeah, a middle ground. They aren't working towards a unified central state (in fact, the ECA is pretty much 'completed' the moment the treaties come into effect whereas the EU is an evolving process with no clear end goal) but they cooperate in a reasonable, if somewhat self-centred manner.
