Yes and no, owning wheels allows an armored vehicle move faster on land for two reasons: a) the wheels arguably allow greater speed to the vehicle due to its formed, c ) greatly reduce the weight of the vehicle which increases the speed. The fact that a tank has wheels also reduces the rate of necessary maintenance to be operational - not need the gears are greased with frequency and if an accident occurs with a wheel is much easier to solve the problem than trying to weld a caterpillar.

Because a country in South America, (SAP) would use this configuration: a) because there is the need for armored vehicles are airborne because the continental extensions of South America, b ) how aircraft are limited to transportation is necessary that the vehicles have high mobility and move quickly, c ) the countries of South America historically underfunded intended for military purposes which makes it adopted a posture of "economy", and are more economical vehicles on wheels because they demand a less powerful engine and therefore more economical in terms of fuel which becomes a determining factor in the event of a prolonged war.

This tank is particularly heavy because it has a 115mm cannon while your chassis gets an extra protection on the rear wheels against rockets, your aluminum armor is lightweight however provides good shielding, internal ceramic layers prevent heat transfer to the crew, which increases the rate of survival, other detail is that wheels are made of steel and solid tires that are capable to endure damage from mines - something that a conventional tank not support - so this would be the "SAP's heavy tank", ie a heavy tank to meet the needs of South America, and not a European country for example.

Several countries have developed in the past decade this vehicle configuration for fast airborne employment, highlighting the France, Italy and South Africa, which suggests a new employment doctrine for mechanized cavalry. This paticular conception was based on the Brazilian prototype Sucuri tank - 80 years - and I added some elements of the modern Italian Centauro.
