Yo,

When playing against Ai, US Armour General - he doesn't build. When you swap him out for another side no problem. I believe this is on official maps yes.

I remember this being an issue before the re-release

ShockWave AI only works properly on official shockwave maps.

The real question is whether Salvage and Special Weapons work. If not it's the map's fault.
