No. World Builder has a script editor function (which IMHO is baaaad). You can use it to load the script database that is globally used and edit it, then export these scripts and place them in the same position with the same name, which will cause the AI bheaviour on all maps that use global scripts (i.e. NOT missions etc) to use that.
