I noticed that many of the Russian units make references to Communist government (ex. "Comrade"), I was just wondering how this fits into the plot - does the Russian govt. turn Communist again, because I'd think the country would go under a different name than the current "Russian Federation" if that were to take place.

"Comrade" (or "Tovarish") is still the official term of address within the Russian military today. They also kept the red star insignia to this day even though Putin's Russia is not communist. The same thing pretty much applies to RotR's federation. Their government, while somewhat authoritarian, is not communist, both in rhetorics and practice. If anything, we would probably characterise their leadership as pragmatic and somewhat nationalistic. You could say that they consciously invoke nostalgia for the country's communist and imperial past to create a sentiment of national glory and power. Their war against Europe really isn't very ideological in nature either.
