Yeah its a big problem for Rio but not everywhere. Although there's an extreme financial inequality in major areas of the country not all poor regions are violent or dangerous and there also regions where the standard of living is equal to or greater to developed countries.
Basically favelas started forming a long time ago when poor people from the miserable parts of the country came to the major cities (Sao Paulo and Rio de Janeiro) looking for a job but could not find anything due to having little or no education. With no source of income they started to build shacks in distant parts of the city without permission. A lot of snowballing later some favelas have become mini rogue states within the metropolises with enough killing and deaths taking place than the Gaza strip and sometimes more than Iraq or Afghanistan. The BOPE is an elite force of the Rio de Janeiro police, that works differently from a SWAT team or a tactical rescue team. BOPE is sent in to kill criminals, basically called in to use ruthless force against the most dangerous criminals. While a SWAT team tries to minimize loss of human life of either hostages of criminals, BOPE is deployed when the state needs to pacify through the use of brute force (shoot to kill) which is sadly the only form of justice that can be done in such a dangerous environment. Just imagine a cop car heading to a favela to try to arrest someone they would be hit by a AT-2 or be swiss cheesed before they can even get close. Their whole 'someone has to get their hands dirty' attitude makes them very popular in Brazil making them basically heroes of dark knight status. If would like to know more about BOPE: http://en.wikipedia.org/wiki/Bope If would like to know more about the background of these conflicts I recommend you watch this English speaking documentary by Ross Kemp: http://www.youtube.com/watch?v=iTRA2DSrzP4 Cheers. -------------------- |

I've seen the BOPE episode on world's elite cops series. They do a very good and a dangerous job. I've seen lot of human rights issues allegations being used against BOPE but given the situation there is no other option as you say.

Unfortunately the youtube links seem to have been removed due to copyright infringement. I will post links if i find them. Search for Chris Ryan's World's Elite Cops. I think BOPE was on the first episode. Can't properly remember

Very cool, I have a big interest in foreign special ops teams and this one is extremely intriguing. Thanks for sharing!
