According to that article anyone whom owns the original game + all official DLC you might be eligible to get a (likely digital) copy of the game for free.

That's pretty nice gesture from Bethesda provided that its true.

Fingers crossed! If this happens, most likely, down the line, it will be on PC for everyone. Its just the question of time.

Honestly the PC version is not as good as the console version.

I wish the textures were higher res on pc.

the pc version is pritty much the vanilla version + high res dlc built in,
give it 2 months and there will be texture mods as well as emb +sweet fx support
as well as the usual bug fix mods due to bethesda not bothering to fix most of the bugs from the vanila on this release.

Honestly, with the PC graphics update mods that already exist, there's no much need for an upgrade unless new content is added.
