Normally, I would also go with the usual "when it's done" type of answer...But in all honesty, it's likely a single-digit number of weeks at this point. Do feel free to go woohoo now, if you're so inclined.

Well, content-wise the version is actually complete, but we've scheduled the remaing few weeks for extensive testing to make sure that everything's functioning properly...That, and in order to deplete what's left of our pre-1.7 update pool. |

It only provides power, meaning you'll still have to build at least one of your plants for the tech tree early on.
Also, while it may have enough of an output at the very start to allow for a fast tech-up or rush, you'll still have to build several of your own power plants later, so it's not designed as a literal replacement. |
