Making Shallow Water Passable

I think it would make for a interesting terrain feature if there was a shallow water ground units can drive, but I'm not sure if it's possible.

I tried having the water at height 16 and the ground below the water at height 15 but it seems that the pathfinding system automatically marked the ground below the water as impassable.

Is there some kind of trick I can use to let ground units move through shallow water?

Jeez that sucks. I am guessing it will be a real nightmare to make the water move about.

Come to think of it I'm fairly certain there is no way to make a texture look like it is water with the ground underneath it. Even if you have a see-through texture, the fact you must paint it on the terrain means you can't have a river bed underneath it. The background would be rendered under the water texture, which would look horrible. Then there is the "how to make the water move about" problem. As far as I know, ground textures are always static.
