#1 OCL stands for Object Creation List, however an OCL is generally understood as an entry in the ObjectCreationList.ini file, in other words a spawn. Most of the time an object/effect appears in the game, it is controlled by the OCL. OCLs can be things like weapon effects (firestorm, for example), particle effects, the husks of a vehicle after it was critically damaged, the call-ins of Generals Powers and many, many more.

#2 Disable as in... showing up at the top-right? If so, go to SpecialPower.ini and go to all entries where it says PublicTimer = Yes and change them to PublicTimer = No.
