So long as you do not release it to anyone else, you can do whatever you like with your own copy of Rise of the Reds, ShockWave, WG:ZH, Generals Classic, or any other mod under the sun.

In addition to everything else that has been said, releasing a mod's assets and claiming them as your own without crediting the original artists is the fastest way to becoming a pariah in the C&C and modding community.
