You must've been reading the suggestion forums because I don't remember any plans like this.
The Palace is garrisonable and that's annoying enough T.T
Palace and vGLA ghetto houses, that's it. Though latter one is as protective as stinger sites are for the stinger troopers
It probably has something to do with the alpha version of ZH, in which this was planned. IIRC it has never been on the shw to-do list, though.
Although the concept itself is interesting, a Palace is already a major obstacle for any opponent.
Now imagine a turtling GLA player having his Command Center, Arms Dealer and Palace all garrisoned and Fortified, reinforced by Stingers and Tunnels.\
On top of that, Fortified Buildings are very tough to kill, and they leave a GLA hole to boot.
It would be overpowering a faction that already has the best base building and rebuilding capability even more.
As said, an interesting concept, but extremely unbalanced.
I nvr use the palace garrison as it is i dont see the point in any others having it
Using the palace as a defensive building in a compact GLA base is the best thing you can have for GLA when defending. GLA does not have able stationary defenses so if you want to protect your base, the Palace is really a must.

but you must’nt build you palace at your defences, right? . so whats the point than?

The best defense is a good offense, but a well placed Palace can also serve to augment a GLA starting position (which is usually always located at the first Supply Dock).
