Latin American Coalition, Lore and some army info

This is an idea that has been in my head for awhile, finally decided to put it all down in writing. Note: I created a logo and a flag but can't upload them via attachments, I didn't do units and the Generals are incomplete, feel free to contribute

Faction: Latin American Coalition

Location: Mexico, Central, South America, Dominican Republic and Cuba

Military Doctrine: Speed, Intelligence and Adaptability

Color: Orange

USA: Hostile
China: Hostile
ECA: Neutral
Russia: Friendly
GLA: At War

The Latin American Coalition or simply LAC is a military alliance between the countries of Latin America in North, Central, South America and the Caribbean. The coalition military doctrine focuses on speed, gathering intelligence and being able to adapt to the battle at hand.


During the Cold War the region was a hotbed for proxy war activity between the capitalist west consisting of the United States and Western Europe and the communist east consisting of the former Soviet Union, Eastern, Central Europe and China with both sides funding organizations and politicians to further their goals. Since the collapse of the Soviet Union relations between the region and the major powers have been peaceful with a political spat here or there. However political instability and strife instead of being fueled from outside forces came from within.

The region was largely unharmed in the Global War on Terror that consisted of United States and China against the new terrorist organization calling themselves the Global Liberation Army. Speculation on why the GLA never decided to take it's war to the region consists of three theories; 1. The region's open distaste for US intervention in it's affairs. (this view lines up with former GLA leader Mohmar Deathstrike's views on western imperialism) 2. The region not being viewed as part of the West that the organization loathes and 3. Not wanting to fight two enemies at once; government forces and the various drug cartels and other organized crime organizations who's brutality is well known. With the United States withdrawing all of their foreign bases in 2027 many in the region were optimistic about the future. Not having to worry about possible interference from their northern neighbor anymore was something celebrated in many media outlets across the political spectrum.

2027 also saw birth of the political ideology called Unidad Mutua (Mutual Unity in English) created by Bolivian writer Marcos Morales. Morales' book of the same name believed that his ideas would offer a new path for the region in an ever changing world. One of his ideas was to create a military alliance for the region for defense against other superpowers. With China and Europe forming the Eurasian Unity League in the aftermath of the Chinese victory over the GLA this idea did resonate with some politicians. The next few years saw those who embraced Morals' views (calling themselves Mutualists) began the work to make them a reality.

While still a communist state the Morales' book got to the desk of Cuban Vice President Ramos deSilva with it given praise in the state run newspaper Granma and penning a letter of thanks to Morales' directly. Many Cuban observers believe deSilva is expected to be the next leader of Cuba. Mutualists in Mexico got dealt a political blow with the country joining it's two northern neighbors in the North American Union in 2032 however it wasn't all bad news. At the end of 2032 Cuban president Hector Salazar dies as the result of his battle with cancer and deSilva assumes the presidency. Then in 2033 the Central American Union is formed a economic and defense bloc. Central American unity has been a subject of talks for decades and with NAU forming a year before, no better time to act was now. Cuba The Dominican Republic and a reformed Cuba thanks to Morales' ideas were invited to join and did so in 2034.

Worried about a resurgent United States the countries of South America form the South American Pact a social-economic union in 2035. They also sign a mutual defense agreement with the Central American Union the following. Outside of mutual defense of each other, they agree to decriminalize all illegal drugs effectively bankrupting many of the powerful cartels that operated in both regions and crushing those who continued to engage in senseless violence. Leadership in Mexico see this and also enacts the same policy while also tapping Chief Sheriff Investigator Jorge Rodriguez to lead the effort against the more violent members who need to pay for the crimes. The decriminalization and legalization in Mexico was not a popular move among US politicians with some expressing it publicly. Mutualists used these public statements to call for Mexico to leave the North American Union and join their southern neighbors.

While Operation Nemesis by the ECA followed by the African resource rush in 2037 was happening, Mexico along with Brazil and El Salvador revealed to the world that many of the drug cartels that had plagued these countries for decades were funded both by the United States and China thanks to documents that show weapons and financial transfers. Mexico's president Hector Gonzalez announces that Mexico will leave the NAU and called for a unified Latin American military alliance.

Gonzalez sat down with Hugo Barbosa the Brazilian politician representing the SAP and Juan Guerrero from El Salvador representing the CAU. At this meeting he lays out his plan for the military alliance with a shared economic zone, appointing economic secretary Christian Sanchez to represent Mexico in the alliance and wanted to appoint Chief Sheriff Investigator Jorge Rodriguez as one of it's generals. Eager to get Mexico into the fold both Barbosa and Guerrero both agreed. At the end of the year the creation of the Latin American Coalition is announced with Dominican Republic foreign minister Carlos Pujols appointed as Secretary General for the coalition. Media in the US, ECA and China dismisses the coalition as attention seeking given the history of political instability in the region.

Massive economic and military modernization by the LAC begins in 2039 at first it started out slow but picked up very quickly. Due to having access to massive oil and gas reserves, the coalition was able to deliver natural gas power to all coalition countries. Economic conditions vastly improved by 2042 with employment at all time highs. These positive outcomes lead to political victories by the mutualists in many member countries thinking this is the vision Morales wanted for the region. Christmas in that year saw a terrorist attack in the Costa Rican city of San Vicente killing thousands of people. This was the LAC's first test.

Throughout 2043 the hunt and capture for who was responsible was conducted and a month before the anniversary of the attacks, now General Rodriguez found out the culprit; a woman named Catrina Posada who was also know by her code name Muerta by her followers. He was assisted by his fellow coalition generals Carlos Pena of Argentina and Pedro Cortez of El Salvador. Documentation discovered that Posada had constant contacts with a man named Tahar Ibrahim who was also know as Frenchmen. The exchanges show Posada shared the same anti-captialist views as Ibrahim and was sympathetic to his cause. Military leadership speculated that Posada was either inspired by Ibrahim or was fighting directly for him. Some say that with the decriminalization and legalization of all drugs cut heavily into Ibrahim's finances due to him being in charge of the GLA's drug business. They got their confirmation at Posada's trial where she used her trial to call for world revolution and to follow General Ibrahim.

In an attempt to show they exhausted all options before going to war the coalition attempted to have a dialog with GLA leader Anwar Sulayman in futile hopes he would had over Ibrahim. Sulayman's repsonse to this was calling the LAC the “Bastard runts of the western litter”. Knowing that this was going to be the result 2044 marked the year plans were drawn up to enter The Zone the place the GLA now calls home after Operation Nemesis in order to capture Ibrahim. In that same year Russia and the coalition signed a economic and limited military cooperation agreement. For Russia they had suffered the worst summer in a long time with massive wildfires destroying crops and water resources being severely depleted they needed a new partner to get their economy going again and for the LAC, Russian military expertise and access to their ports in Madagascar would help in their war against Ibrahim.

The year is 2046 the Russians and ECA are in full blown war, nobody knows if the US or Chinese will enter the fight and on who's side and the LAC is readying it's warships to embark on The Zone in hopes to bring Ibrahim to justice.

Carlos Pena

Title: Coalition General (Former 12th Jungle Brigade of the Argentina Army)
Tactics: Espionage and Defense
Hometown: Mendoz, Argentina

Cost of spies cut by 50%
Radar available at start
Access to Spy Plane at Airfield
-Spy plane will reveal portions of map in a straight line every 2:00
Can be shot down by anti-air
Deploys off map

Structure: POW Camp
Holds up to six prisoners
For every prisoner building times are reduced by 5%
Only one can be built at a time

Upgrades:
-Battery Backup
In the event of a power failure all defensive structures will continue to function for :40 seconds

Pedro Cortez

Title: Coalition General
Tactics: Fast Vehicles/Hit and Run (Former 5th Tank Legion of Salvadoran Army)
Hometown: San Salvador, El Salvador

-El Diablo Light Tank
-Decrease in medium and heavy tank health
-Artillery costs more

Upgrades:
-Bio-diesel (increases speed of all vehicles by 35%) available at start

Buildings

Central Command (Command Center)
Supply Bay
-Supply Half Track
- Can hold up to four infantry which can shoot from it and light machine gun for defense

LAC military scientists were able to harness and weaponize the destructive power of volcanoes. The missile's destructive blast will do heavy damage to buildings at point of impact while it's fire after effects continue to do damage to those who survived the initial strike.

So when is the release? I want to see Japan and India as a new factions!
