Window shopping :P, need your advice Options

Hi

I em hunting for a program that will spit out "outlines" Pic of counties when you type in they name in. Like you see on the news or in some games. Google has not been much help and I em thinking they are few people on here and maybe at least one person would point me in the right dirrection.

P.S Money is not a issue.
