How far has anti-satellite tech progressed in RoTR's universe?

It can be expected that the the US, ECA, Russia and China, as well as regional/rising powers such as India and Brazil do have the capabilities to destroy satellites. The only question is at what range they would be able to do that (i.e. not everyone may be able to take out a satellite at the other side of the Earth). However, it would be mutually understood that attacking military satellites may escalate a conflict into a possible nuclear direction: The US Particle Cannon can be used against ground targets, but it is also an anti-missile system, so destroying its satellites might lead the US government to assume that you're neutralising their defences in preparation of a nuclear strike, this risking retaliation. The ECA's Solaris satellites may have been installed for peaceful purposes, but they can be used to deliver devastating strikes on ground targets, so destroying the satellites en masse might lead the ECA leadership to assume that you're destroying part of their strategic deterrence, thus risking retaliation. Simply put: Any developed country can take out a satellite but there are reasons as to why some satellites would not be systematically attacked, since they tie into someone elses strategic deterrence scheme.

Follow-up question Mars, is it possible that some satellites (military or civilian) have been destroyed during WW3? And if so, what phase?

No, you move.

Wouldn't it be true that the Particle Uplink also has the capability to shoot down missiles headed towards them or other military satellites? It does seem like a possibility.

Well, the Operation Sunscreen update has shown that the Russians hijacked a Solaris satellite, fired it on the US fleet, which prompted the Americans to shoot it down.
Beyond that, I would imagine occasional attacks on communications satellites as well as military one, albeit with the aforementioned aspect still in mind.
