As the Pandora Protocol relies on some General Powers and a SW that can't be used most times I think it's fair to add something:
The Wotans should be able to attack Ground Units after the Pandora is researched. There must be a switch that takes time to change from Ground to air targeting and vice versa. It would be a great addition to the Pandora, as they're unconventional, have low armor, but can be used to defend the Pandora. Of course it would need some balancing but that's just the suggestion.
