Ravage Armor Question

In the current 2016 version of C&C Generals Shockwave, there is an upgrade for General Leang's Ravage Tank armor.

It says +45% armor, which seems to me a kinda random number vs +25% or +30% armor upgrades. Unless it's a typo.

One consideration about this upgrade: many upgrades typically affect a multitude of units. Ramjet shells help Grinder Cannons and Ravage Tanks, White Napalm and Beetle Targeting Computer adds +25% additional damage to napalm and gattling weapons. However, the Ravage Armor upgrade only applies to Ravage Tanks. Although Ravage Tanks are a prime unit in General Leang's army (and the only tank that shoots shells), it would be nice to have one or two additional units with explosive armor, such as Anvil Tanks (although they could be abused more frequently, unless it's +25% armor instead of +45%). This upgrade costs $2000, which is up there with other armor upgrades like Kwai's $2500 +25% Explosive Armor upgrade, which affects 4 tank units; or vanilla USA and Townes' $2000 +20-30% Composite Armor, which affects 3 tank units; Deathstrike's $2000 Junk Armor, which affects 3 tank units; or all China factions' $1500 Helicopter Armor (affects 1-2 helicopters, depending on the faction) or $1000 MiG Armor (only MiGs). $2000 for Ravage Armor seems a bit high for only one unit, but having stronger Ravage Tanks is worth this cost. But I sometimes wonder if there could be one or two units that could benefit from this explosive armor upgrade too. Anvil Tanks seem like the best candidates for this upgrade, because Dragon Tanks and Gattling Tanks do not usually have explosive armor from other factions, and Leang's advanced versions having explosive armor would make them too op.
ECM Tanks could benefit with explosive armor, likewise with vanilla USA's Microwave Tanks with +20% Composite Armor, but Kwai's ECM Tanks do not have explosive armor, likewise with all other China factions, so perhaps not.

Still, I am happy with this current upgrade for Leang.

On a side note, a lone Support Troop Crawler strangely cannot repair itself. Only when multiple Support Troop Crawlers are within radius/vicinity they can repair each other.
