1. why Bombardiers and Shock Trooper don't get red from berserk buff?
i remember why they don't create buff themselves, but don't remember they aren't affected by it. glitch of intended?

2. wouldn't it be better for Propaganda Spotlight to heal unit steadily(like current Boris) instead of momentarily? 'cause now it's like old Boris "2 health bars trick".

In lore shocktroops are cold blooded and don't really care about camaraderie ( the red buff ) hence why they don't generate or receive it.

It does. In a first time spotlight gives full health, and then gives steady health for the duration of the ability

so it's intended, fine.

that's the thing - full health is given momentarily, which gives a cheat-trick waiting for real low health to get full new right away(just like it was with Boris in past).

If I remember it right, the propaganda healing is intended to work that way, because it represents the units being so inspired by the propaganda they ignore all their former wounds, gather their strength, and push on despite the odds. If it worked like Boris does now it would be less useful, because nearly all units China fields have low health, so an enemy could much more easily overcome it.

I will always say boris's stimpacks should be renamed to something silly like homebrew vodka.
Add a bit of humor back into the game
