How do you edit the Menu UI Tooltip Border Color?, had no replies for a month in a similar post i posted at the SW page

This is basically a repost, since it's been almost a month now that no has even bothered to reply to my post asking about how to edit the border color of the tool tips in the main menu, skirmish menu, etc. in the ShockWave page. I posted it there because ShockWave mod has their tool tips colored black. Anyways, I am working on a dark-themed UI and the tool tips are the only thing that I couldn't edit because most of the UI's border colors can be edited through the .wnd files and mapped images of each menu/screen. The following are pics of sample borders of the tool tips from the Skirmish Game Options Menu Window.

Here's a sample tool tip that pops up when you hover over faction name. Notice that it still uses the vanilla-ZH-blue border.

I don't know how the ShockWave team did it (that's why I'm asking for help), but here's ShockWave's black-bordered tool tip popup.

Again, how or where can I edit that? I hope someone can reply to my post this time. It's the only thing left unedited in the dark-themed UI I'm making for my mod.

After almost two months of the seen zone for this post and my other post in ShockWave's forum asking the same question, I finally found the settings under Mouse.ini. Hope this helps those that have the same question.

Well We edit it on .wnd file specially found on WindowZH.big but in shockwave they use the Window.big in VGenerals

You Can USE wnd edit by Named: deezire in CNCLABs that edits wnd file.

I'm sorry I forgot to mention that I already edited almost all .wnd files from WindowZH.big but the border colors you edit there are not for the tool tips (Tool tips are the descriptive messages that popup whenever you hover your mouse cursor over something that's clickable). Eventually, I found the answer to my own question as I quote below:
