since when did the GLA started to have an Air Force?

In game, GLA airforce was introduced in the first quarter of 2012 with v1.7, which reintroduced GLA back into game. In the beginning, it used to have a makeshift hit n'run design, but since 1.86 its appearance became more conventional, which is further developed in upcoming 1.87.
In lore, after ZH events, GLA reduced its operations all over the globe and focused its resources in Central African countries, increasing GLA's influence and forming puppet regimes in those countries. Thus, they gained access to their military arsenals, including aviation and specialists.

Ah i see, i know now. Will the Airstrip still drops supplies in the next patch?

No, that ability has been removed a while ago as it is superfluous with the improved GLA SecEco.
