After a fair amount of thought I think that I've finally resolved the issues with my idea for a multiplayer campaign. The rules are in a Google doc here: https://docs.google.com/document/d/1vYK2eUaPBn1CF9P9PDtr376AELqBNY6JtOk1kpbs_T0/edit
The campaign can now support sides with different number of players. The Victory Points system now awards points based on what percentage of the territories a side has, as well as what % of players play for that side. If 10% of the players play as USA, the US gets 1 VP for holding 5% of the territories, 2 VP for 10% of the territories, 3 VP for 15% of the territories etc.
One thing I've been debating on is whether to have custom versions of the maps for the home territory (headquarters) of each faction. These custom maps would give the player defending the territory a Oil Refinery or Armory at the back of their base to give them a defender advantage. One problem with this is that if the AI has to defend the home territory, the tech building may break the AI and make it do nothing.

Cool idea, although I would like to ask what would happen if both sides wanted a 2v2?
