Might as well as give a try...

Name: Ao Guang command cruiser (or Hong Meiling class is fine too)
Faction: PLA[N]
Armament: 2 gattling turrets (anti air only?) (I have heard somewhere that 2 turrets are the max allowed in the SAGE engine)
Passive ability: speaker towers system buff up nearly ships (its real job, as well as its niche as a support ship)
Lore (BS): After watching the success of the Aegis Combat System in the USN, top military planners of the PLAN demanded a similar system for the PLAN. However, the Chinese shipbuilding industry and the R&D department, as well as the spy networks are simply not up to the task of making/stealing a system of that kind. In the end, it was settled by using the proven propaganda speaker system as a substitute. Even a lower tech system like that puts a massive drain on the ship's systems, and thus combat armaments are limited to a mere 2 gattling turrets for missile/light anti air defense. The first hulls were laid down in April (or was it July?) 21, 2015 and the first cruiser was completed on May day of 2017.
