When a Shenlong is de-crewed by the Pandora or tear gas, it retains its black napalm upgrade, even if the other side has no researched it and the original side that controlled said Shenlong does.

I got pandora, and gased some Shenlongs. Black napalm bonus was preserved. Am not sure if its visual only or the damage bonus is also present.

I'm fairly certain this is the case for all vehicles except Russian ones, because Russian vehicles aren't actually the pilot-killed vehicle but a dummy that turns into the "proper" vehicle, while everything else just gets pilot-killed the conventional way and thus keeps whatever they had before. That or they just die, like Rocket Buggies.
