This fanfiction was made with consultation with CrUsHeR and his fanfiction about the South American Pact. We also plan to start a joint project which covers the time after the Russo-ECA war, adding both Balkan Confederation ( at that time Byzantine Federation ) and South American Pact to the story.

Comments and constructive criticism are appreciated.

Everything after 2045. is currently not compatible with the cannon story ( as it's not written yet ). For now the time period between 2046. and 2050. is alternative reality, until we see the actual cannon "reality".
The missing years will be added in the future, and the existing text will also be further improved with more pictures and details.

Part 1: The beginning.

2010.-2030.

-Domestic policy

Many wealthy foreigners used the chance before Serbia was accepted to EU, and increased their presence in the country, pushing the competition into bankruptcy and slowly forming monopols on production. In cooperation with oligarchs from Serbia, they established almost full control over the economy, forcing the government to shape their policies according to the interests of the oligarchy.
Most of the oligarchs were from ECA and Serbia.

Serbia had the strongest economy in the entire region. That however, didn't mean much for the average citizens, as most of the Serbian economy was controled by domestic and fireign oligarchs. The unemployment was very high, as most of the industry was in private ownership and highly automatized. Most of the products were exported to ECA.

Serbia had the same four political parties in the parlament for two decades, with an additional pro-EU party, the Liberal Party of Serbia, which occasionally passed the 5% census.
During the first decade, the democrats were winning on every elections with just about 50%, while the turnout was always about 50% of the registered voters. However, the second decade featured a slow, but constant fall of the supporters of democrats and pro-EU/ECA policies.
The Democrat Party, which was the only party in the government for the entire decade ( 2010.-2020. ), was forced to form the government with the neutral socialist, socialdemocratic, and miniority parties in 2030. It also had to give the premier seat to the president of the Serbian Socialist Party, which suddenly doubled it's votes and became the third biggest party behind the Serbian Nationalist Party and Democrat party.

On elections in 2030. the Democrat Party had 29%, Serbian National Party 34%, Serbian Socialist Party 15% and the Socialdemocratic Party 7%. The socialists tried to form the government with the nationalists, but the socialdemocrats and the miniority parties refused to participate in the government lead by nationalists. The SSP then formed the government with the democrats and socialdemocrats, managing to get the seat of the premier for the first time in two decades.
The new government did not agree on everything, but it was still able to function. The main problem was the attempt of the new premier to ease Serbia's dependence on oligarchs, which was met with resistance both from the employers and all other members of the government. The connection between the government and oligarchs was occasionally disturbed in an attempt to arrange better conditions for the state and the workers, which had an impact on the working citizens. At that time the largest and main opposition political party, the Serbian Nationalist Party ( SNP ), got drastic increase of members and supporters. The popularity of democrats and socialdemocrats was rapidly dropping, while the support for the socialist stayed mostly the same.
The only anti-EU/ECA party in the parlament was the Serbian Nationalist Party, while the only officialy declared pro-EU/ECA party remaining was the democratic party, as the liberals were not voted into the parlament. Both socialist and socialdemocratic party were for 'independent and neutral policies, relying on the resources of Serbia and not looking for a membership in any organisation'.


2032.

-Domestic policy

Small anti-government protests started appearing in Belgrade, with people demanding early parlament and presidental elections. They lasted for three days, and each day more people joined the protests. Fifth day after unsucessful protests, syndicates organised a general strike. A lot of workers answered, and instead of going to work they started going on protests on the town square and in front of the national assembly.
The government was forced to promise early elections in june next year, one year before regular elections would take place.


2033.

-Domestic policy

In February the minister of finances announced that the government can't hold early elections because of lack of finances. The SNP called for the people to go on the streets and paralyze the country to 'show that the corrupt government will no longer steal from the people of Serbia'. The ministers and the premier which were members of the socialist party stepped down, with the socialist party officialy exiting the government and joining the calls for the new elections.
Massive protests in the capital tok place, with the center in front of the National Assembly in Belgrade. The police officers were forced back very close to the building, while the protesters tightened their grip around it. At that time, the military entered the city and closed the nearby streets, but it didn't do anything else to help either side.
Some protesters threw rocks at the police calling them 'traitors', so the top members of SNP formed a 'human chain' standing between the police officers and the protesters, while the top of the party tried to calm the people saying that 'the police officers shouldn't be punished for trying to survive in the country controlled by organised crime'. A few hours later, the police had let the head of the SNP enter the building despite their orders, and called for the military to help them enforce peace until the situation is resolved.
All remaining ministers and the president formaly resigned half an hour later, and they were transported out of the building by military helicopter.
The military then formed a council which lead the country until the next elections, which was observed by all parlamental parties.

Instead of June the elections tok place in September, and the nationalist party won with 74% of the votes, while their candidate Stojan Milovanovic won 70% on presidental elections.
The only two parties that managed to enter the parlament were the socialists with 17% and the democrats with 7%.

In October the government banned transfer of funds from Serbia to foreign countries, stopping the oligarchs from moving away their capital from Serbia. The move was strongly critisized by the democrat party, NGOs and ECA, but the government remained strong in their decision to 'brake the chain of thieves'.
Later in the same month severial businessmen funds were frozen, and many investigations were opened.
In early November it was clear that the government will not back off. The oligarchs started selling their property to the country, accepting almost any offer from the government, knowing that otherwise they will hardly get anything.
By late December, the percent of the factories in private possesion was halved, and by the end of January next year the percent was more than ten times smaller than it was before.
At the same time the property of foreign companies owned by their countries was treated the same, with an exeption of those from Russia.

The new government also wrote off the debt of Serbia to EU because EU desintegrated, which is why Serbia was almost a debt-free country. There was no reaction from ECA nor any other country or organisation.

-Foreign policy

The Serbian president payed his first official visit to Russia in November, and in December the Russian delegation with the Russian minister of foreign affairs came to Serbia, where many contracts and agreements were signed. Russia also agreed to start sending aid to Serbia to speed up the recovery of the country.
Russian-owned companies in Serbia weren't nationalized, and most of the contracts were renewed with 'minior corrections'.


2034.

-Domestic policy

The government started developing agroculture, strenghtened with new investments and aid from Russia. It encouraged deurbanisation, securing cheap loans, benefits and financial help for the farmers, and increasing taxes on income and life in the cities.
The agriculture and military of Serbia was well maintained, taking into the consideration the situation in the country and the entire region.
The government funded research aimed at increasing the yield of crops trough cross-breeding of diferent plants started in March, and the first results in early August were encouraging. However, it was decided to monitor the new plants and confirm their stability before the consumption was allowed.

Private industrial property of the oligarchs that was nationalized was very highly automatized, in some cases reaching up to eighty percent. The machines were well maintained and most of them were highly advanced machines from ECA countries, so the government decided to lower their number in order to increase employment and gain funds for future projects.
They were offered to the Russian Federation, which gladly accepted to buy advanced ECA machines and use them to modernise their own production. Severial machines of each type were also sent to reverse-engineering in Serbia.

Serbia maintained the largest number of active soldiers, along with partially modernised equipment.

New law about private property was passed in September, according to which the nation was allowed to nationalise 'abandoned' property. Citizens were encouraged to inform the ministry of development about any property they suspect is abandoned, and were rewarded for their effort to 'help the development of the nation'.
The property was then inspected two times per year, and if it wasn't renovated and maintained for ten years the government had the right to legaly take it away from the owner. After the property was taken away, there were two opetions: either it would remain the property of the state, or the citizens would be allowed to apply for the ownership.
The applications of the people which, along with their closer relatives, had less material property were prioritised for the new owners.
The property was first given on 'trial period' during which the newly formed section of the ministry of development was inspecting it a couple of times per year. If the new owner was maintaining his new property, the government permanently transfered it to his ownership one year later. During the 'trial period' the state was offering many programs of help for those who can't renovate and maintain it on their own. However, those programs stopped after the end of the trial period.
Those who were physically or financially unable to take care of their property could apply for government aid programs, depending on the purpose and size of their property. They could also lease it to the state, any legal organisation or citizen, at most for several years depending on the purpose and size of the property.


2035.


-Domestic policy

The agricultural research continue giving encouraging results, and the government announced that the final tests will take place on the fifth generation of the plants, before the seeds are distributed to interasted parties. The development of the plants was observed trough the entire year, and every future generation of plants was to be tested before the law allowing consumption of the goods is made. The government highlighted that the plants are not genetically modified.
That was later confirmed by the scientists involved in the testing, which said that the attempts to cross-breed diferent plants wasn't successful most of the time, and that the same plant doesn't necessarily have to pass the desirable gene on every other plant. The process itself was very complicated, and the laboratories tried to provide perfect conditions for the plant. In the open, the conditions will not always be perfect for the crops, which is why regular tests are neccessary to maintain the high productivity.

The government accepted a new law on education in the same year.
Obligatory languages in Serbian schools were Serbian ( lasted for 11 or 12 years ) and Russian ( 8 or 9 years ), while students could apply for courses of other languages which were also funded by the state.
The 'special education program' of the ethnic miniorities in Serbia was scrapped, as the government annolunced that 'in Serbia, schools teach on the native language, which is Serbian, and about the native country, which is Serbia'.
Opening new private schools and universities was forbiden, while the existiong ones were obligated to stop accepting new students and continue working until all their students graduated.
Diplomas of schools and universities owned by the state were favored when applying for a job.

Serbian government announced that their nuclear power plants will be modernised and reconstructed by the Russian Federation within the next seven years.

A discovery of old projects and prototypes hidden in Tesla's museum in Belgrade encouraged the government investments in research more, approaching Russia for partnership in some military projects.

-Foreign policy

In November the Serbian delegation lead by the ministers of science and foreign affairs met with the Russian delegation in Moscow, where cooperation in science and military research was signed between Serbia and Russia. Russia announced it's interest to intensify the investments in scientific research of Serbia.


2036.


-Domestic policy

The new crops had amazing results 'in normal conditions on the open', and the production of goods was up 30%. The tests proved that there are no changes, and that the plant was stable. Product was labled safe in September, and the new law enabling the use in human consumption was passed in November.
Agroculture slowly started pulling the Serbian economy forward, so the government started shifting it's focus to mining natural resources and developing geological research.
It was a year of big reforms. Many laws were re-written and many were added and removed, all aiming to enforce traditional values.

Creation of traditional local organisations like "zadruga" was encouraged by providing benefits and aid defined in the new set of laws, while the expenses and taxes of bigger organisations were increased by the government.

The sanctions for braking the law were also strengthened, allowing prision time for almost all offences.
The new penalty law redefined prision sentence, adding up to ten hours of obligatory work for the prisioners which was given by the state, depending on the crime and length of the sentence.
The government explained that 'the nation should not reward the crimminals for their crimes by guaranteeing them food and roof over their heads, they should earn all of that by helping the society, just like everyone else'. Some of the hardest jobs were given to crimminals sentenced to life in prision, but those who worked hard were given special benefits including better conditions, longer brakes and 'vacation days'.

Serbian nuclear program was started in May. The prgram was kept top secret until the early 40s.

2037.

-Domestic policy

Two gold and one coal mine were re-opened from the year 2036. to 2038. which further fortified the position of Serbia as the leader of the Balkan region.

The yield of wheat and corn was increased for 50% and 70%, so the storages were completely filled.

Russian military equipment and vehicles started arriving to Serbia, with the first order of T-90SRB tanks arriving in July.
The T-90SRB tank soon became the main battle tank of Serbia, and Serbia was licensed to produce the SRB variant of T-90. Production of M-85MAB tank was stopped.

The Serbian and Russian governments agreed to transform the Russian regional humanitarian center near the Serbian city of Nis into a military base. The lease of the base to the Russian army was signed for the next twenty five years, while the size of the base was to be doubled.
It was announced that an airfield will be built, and that Russian strategic bombers will be stationed there.

The regular census was organised without ceratin 'redundant and unnecessary' questions, as the one about nationality. It was implied that all citizens are of Serbian nationality, while there was a separate section for immigrants. Everyone was obligated to apply in the local government in case they missed the cenzus, and the limit was three months to one year, depending on the situation.
Organisations which called for boycotting the census lost their official status, as they were deleted from the register and the people who called for boycott were arrested and sentenced to six months of prision.
Despite the attempts of the government to implement the 'citizenship' form of nationality, in reality people with diferent ethnic background still had to prove themselfs before the society considered them 'one of their own'.


2038.



-Domestic policy

Regular parlamental and presidental elections were held in february, and the turnout was one of the biggest in history with about 84% of registered voters.
From seven parties in total at that time, four decided to unite and go on parlamental elections together, while the nationalists, socialists and democrats decided to go on election alone. The 'big coalition' got about 2% of the votes, and it didn't make it into the parlament. Democrats kept their policy of getting close to ECA and got a little over 5% of the votes barely making it into the parlament, while nationalists got 72%, and Socialists 18% of the votes.
The nationalist candidate won the presidental elections with about 74%, followed by the socialist candidate with 10% of the votes.

The old anthem of Serbia "God of justice" was replaced in march with an older revolutionary song "Востани Сербие" ( "Vostani Serbie" ) written by Dositej Obradovic in 1804.
The officials of Republic of Srpska met with the Serbian officials in Belgrade in early 2040.

Silver and gold was discovered in South Serbia in January, and it was announced that the government will open severial mines all over the territory in the following years.

In an anti-terrorists operation the Serbian military removed the self-proclaimed government of autonimous province of Kosovo and Metohija, which was until then considered an occupied territory. A lot of albanians left fearing the consequences of their actions.
The region was undeveloped, full of crime and corruption. For the first year after the operation, most of the active army of Republic of Serbia was located in the region.
Albanians were treated as potential threats to national security, and they had to submit to montly checks by the police for many years.



-Foreign policy

In the same year, a civil war tok place in the former Yugoslav republic of Macedonia ( FYROM ) between the elected government and Albanian extremists on the west of the country, so the Serbian government delcared that they will not simply watch another seccession and a creation of a quasicountry run by 'thugs, murderers and terrorists'.
After a meeting with the government of FYROM, the Serbian army entered the territory and started attacking the extremists, pushing them further to the west.

The civil war in FYROM lasted for a month, and the cities on the west of the country were in ruins.
FYROM was later offered to integrate into Serbia, and a few weeks the two governments signed an agreenment. FYROM became an autonimous province of Serbia.


A meeting between Serbian and Romanian president tok place in Bucharest in March, aiming to increase cooperation between the countries.
On his way back, Serbian president Milovanovic also visited Sofia where he met the Bulgarian president.

The 'Forum of Belgrade' was organised in April, with delegations and representatives of Serbia, Greece, Russia, China and some South American countries participating in the three-day-long meetings.
Cooperation and contractss related to infrastructure, scientific and geological research, development of economy, education and many more were signed between the attending delegations. It was considered the biggest and most important meeting in the past 30 years.


2039.

-Domestic policy

The old-new government, formed by the nationalists and with the support of the oppositional socialist party, concentrated on industry and research with maintaining a steady growth in agrocoulture.
The new mine of silver was opened in May near the city of Kursumlija.

It was reported that Serbia's gold reserves were tripple compared to the gold reserves in 2033. when the nationalists tok power. The Government announced that in the following years, geological research will be intensified.

The wheat production was doubled, and most of the surpluss was then sold to Russia.

-Foreign policy

A meeting between the president of Serbia and Russia were held in Russia in the city of Sochi. The presidents expressed their will to 'deepen the cooperation' of the two countries.

On the meeting in Sochi, Russia agreed to deliver the Iskander system in order to forify Serbia's position on the continent. Serbia was suposed to develop their own ballistic system based on Iskander, with advices and financial support from Russia and their scientists.

2040.

-Domestic policy

The Serbian economy slowly started pulling the economies of allied countries. As a reaction, the Serbian economy stagnated, with occasional 'fund injections' and aid from Russia.
The officials of Montenegro had met with the officials of Serbia in Podgorica, and a few months later Montenegro integrated into Serbia as an autonimous region, arguing that 'a fractured Balkan is a weak Balkan', and that 'the Serbs should not be divided ever again'.

-Foreign policy

Serbia started providing Greece with M-84MAB tanks in May, replacing their old abrams tanks. During the years they were slowly being modernized to M-85MAB standard with the new Russian armor.
By 2044. about 250 units of M-85MAB were delivered.

In February the Republic of Srpska and Republick of Serbia signed a document which integrated Republic of Srpska into Serbia as an autonimous province. Citizens of Republic of Srpska greeted the unification and celebrated it on the streets of cities Banja Luka and Sarajevo. The other entity Federation of Bosnia and Herzegovina however, considered the unification 'illegal' and sent their army into Republic of Srpska, which resulted in another civil war.
Serbia considered an invasion of it's new autonimous province an attack on itself, so the Serbian military entered the territory of the Federation, pushing the FB&H forces back from the new borders and eventualy making them surrender.
As a result, federation of B&H became another province of Serbia by the end of the year. The new province was not granted autonomy untill the end of 2050s.



2041.

-Domestic policy

New law about conscription was accepted in November, which other laws which aimed to reform the military and the conscription system as a whole.
The new law divided the military training into four groups:
'First', which lasted for one year and was obligatory for all males aged from 18 to 35,
'Second', which lasted for one and a half year more, and was voluntary,
'Third', which lasted for a total of three and a half years, and was voluntary,
'Professional', which was for those aiming to make a career in the army.

Citizens were obligated to apply for tests of physicall and mentall health at most three months after they became 18 years old. Those who were confirmed capable were then obligated to apply for the service in the army which lasted a year.
Citizens who were between 30 and 35 years old that didn't go trough the training before the new law was ratified were obligated to apply for assault rifle training instead of serving a year in the army.
Those who attempted to avoid the obligatory term of serving in the army were subject to penalty ranging from a fine to ten years in prision, depending on the time the duty was avoided.
Female citizens could also apply to take the tests and serve in the army when they became 20 years old or older, and after one year they could also choose to continue the training in other sectors.
The service in the army was also considered when applying for a job. In cases when several people applied on one same position with the same qualifications, those with more time of service in the army were prefered.

Serbia's main investment became scientific research. The 'science fund' was established for Serbian secret projects, including the secret joint projects with other countries and domestic and foreign based institutions. The inspection and observation of the fund was given to the newly formed branch of the Serbian Military Intelligence Agency ( VOA ) and the newly formed scientific council. The newly established council members were named by the government, and it consisted of nine members, three of which had to be high-ranked scientists involved in the projects.
Even the ministry of finances had to obtain a special permission to be able to look into the fund. However, it didn't apply untill October 2046. when it was granted permission to look into the spending.

Serbia announced in April that it has severial nuclear missiles. The officials said that Serbia will continue to further develop nuclear technology, but that it will use it only in self-defense.
The program was critisized by the democratic party, which claimed that 'now the nuclear missiles of world powers are directed at Belgrade'. The minister of defense answered that 'the nuclear missiles of the enemies were already directed at Serbia' and that 'Serbia can now direct her own nuclear missiles at them'.
Anti-government protests, lead by the democratic party were organised in Belgrade, while the nationalist NGOs organised their own pro-government protests. It was estimate that only a few hundred people have joined the anti-government protests, while the pro-government protests numbered severial hundred people. Police forces were deployed to prevent the clashes between the protesters, but there was no notable incidents.
The announcement was critisized by ECA and USA, it was supported by Greece, and not commented on by other countries.

Many people suspected that Russia has assisted Serbia in the nuclear research, but there was no officia decision to do so. The Russian scientists however were subtile in directing the research of their Serbian collegues accourding to their ballistic cooperation and 'suggestions' of the military-inteligence of Russia.


2042.

-Domestic policy

A weak earthquake with an epicenter 9km from the city of Nis and very close to the Russian military base tok place in october, but there was no reported damage. The poppular publick theory is that some sort of a new weapon was tested, but there was no official confirmation or any comments on the matter by the government officials.

The new law that allowed unlimited terms the same person can be the Serbian president was passed in September. The members of the nationalist party and the majority of the socialist party voted for the law, arguing that 'a good president should not be prevented from being reelected, because the position of power is serious and the nation isn't "a toy" people can play with'.
All opposition parties except the socialist party united into another 'big pro-ECA coalition' ahead of the parlamental elections that tok place next year, officialy as a response on the new law.

The Serbian president Stojan Milovanovic revealed his ideology for 'Balkan Federation', a Federation made of national countries Serbia, Greece, Bulgaria and Romania. The four nations would have full autonomy and common foreign policy.


-Foreign policy

The Greek delegation lead by the minister of education and the foreign minister Alexandros Makos was sent to Skopje to meet his Serbian counterpart. Several agreenments were signed, and one month later they meet again in Thessaloniki, along with a representatives of the Russian Federation, where Greece and Serbia officialy signed a strategic partnership. A company owned by the Serbian state agreed to help Greece in modernisation of their army, and Russia agreed to provide aid for the projects.


2043.

-Domestic policy

Regular parlamental and presidental elections tok place in Serbia. The big coalition barely passed the census with a little more than 5%, while the nationalists got 70% and socialists 23%.

The presidental elections revealed that the current nationalist president Milovanovic has won another mandate with 70% of the votes, while the candidate of the socialist party got 26% and the candidate of the 'big coalition' 2% of the votes.

The president of Serbia, Stojan Milovanovic, was assasinated in the city of Pristina in May, when a commercial UAV with an explosive payload crashed into his motorcade. A week or mourning was announced in Serbia, and all the secret agencies, military and police was focused on investigating the 'crime against the nation'.
Presidents of Greece and Russia arrived on the present's funeral, and Bulgaria and Romania sent their foreign ministers.
About a million people overflowed the streets of Belgrade to pay their respects.
The Greek president, Georgios Petrou, said that 'the world has lost one of the greatest people of all time', and that 'the filth that commited the 'crime against humanity' should be found and publickly executed'. He also vowed to continue the work of the murdered president.
The president of Russian Federation, Nikolai Suvorov said that 'the world lost a great man', and he personaly along with the Russian people 'lost a great ally and dear friend'.
The representatives of Greece, Russia, Romania and Bulgaria offered the government of Serbia help during and after the investigation.
Gatherings in support of Serbia were held in all major cities of Russia, Greece, Bulgaria and Romania, expresing their condolences about the death of the Serbian president.

Dusan Pasic, the vice president of the national party was named a succesor of the Serbian president. He vowed to continue 'the path of president Milovanovic'.

-Foreign policy

A meeting between the presidents of Serbia and Greece tok place in March in Belgrade, and the meeting was closed to the publick.

The delegations of Serbia, Greece, Romania, Bulgaria and Russia met in Nis in November, but the meeting was closed to the publick and there was no details released to the publick. The only thing that was announced was that 'friends and allies' have met to decide how they can further help eachother economically, and militarily.

In June the Serbian Special Services got to the conclusion that, accourding to the wreckage and parts of the drone and severial arrested suspects, the murder of the president Milovanovic was a terrorist act which was supported by ECA, namely the Great Britain's foreign secret service MI6. The MI6 provided the terrorists with equipment and information, as well as neccessary training.
The investigation was sealed as top secret file number P3S9CB.



2044.

-Foreign policy

The death penalty was brought back as a punishment for serial murders, about 50 years after the last death sentence.
While both nationalists and socialists supported the new law, most of the democrats were absent and didn't vote, while those who were present were neutral.

Greece, Serbia, Romania and Bulgaria signed a strategic partnership with eachother, and declared that their goal is to unite into a Confederation. The nations announced a year of meetings, coordinated reforms and plans to form joint institutions.
A month later, the series of meetings between Serbia, Greece, Bulgaria and Romania, with Russian representatives, occasionaly observing the talks, regulary tok place a couple of times per year.

In December, the Serbian Intelligence Services cooperated and performed operation 'Removal', with a goal of eliminating the top top officials of MI6 and MI5, as an act of revenge for murder of the Serbian president Milovanovic in 2043. in the Serbian town of Pristina.
The fragile state of the British Intelligence Service was used mainly by Serbia, Russia and Greece, which sent many of their own secret agents and informants to infiltrate it.



2045.


-Foreign policy

On the meeting in Cetinje on the Orthodox New Year ( also called the 'Old New Year' ), 14th January 2045. the Balkan Confederation was officialy formed. The member countries ( Greece, Serbia, Bulgaria and Romania ) formed the 'Council of the Confederation', which job would be to observe the actions of the national governments and provide guidance and recommendations. They also announced that the councill will consider the request for observer status of any country that is important for the region, with Russian Federation being the first and most important 'natural friend and ally'.

The council was planned to be consisted out of twenty four seats. Each country got the right to have eight of their members, seven of which had to be voted on by the countrie's parlament. The president of each nation has been given the right to name one 'leader of the delegation' who will also have the power to veto any decision. Each year the chairman of the council would be chosen by the president of one country which had the presidency of the year. The order of the presidency rotation was decided on randomly ( starting from Romania, then Greece, Serbia, Bulgaria ), and was set to start in January 2046.
The goal of the council was declared to be to 'offer advices and guidence at first, and help the member nations coordinate their actions better', with a chance that it will 'become something more' in the future.

In june the same year, after a meeting with the Hungarian officials, the armies of the Balkan Confederation was allowed to enter the territory. Hungary was declared a 'protectorate of the Confederation', and the armies entered Hungary with a goal of establishing a long-lasting presence. The official mission of the army was to 'protect Hungary from aggressors' and try to help them reach the so called "Balkan standard", cooperating with the Hungarian security forces.
The BC council issued a statement declaring that any attempt to enter the territory of Hungary or create instability will be seen as a declaration of war.

The Serbian government sent the Hungarian government a secret offer in the name of the Confederation. The army of the Confederation was offering to enter Hungary to act as a 'peacekeeping force' that is about to protect the country from foreign aggression by building new and leasing existing Hungarian army bases in the country.
The premier of Hungary was in a political party which was sympathetic to the idea of building friendly relations with united Balkan, but the minister of foreign affairs of Hungary wasn't. Without the knowledge of the government, he shared the information with ECA. When the premier found out about it, he contacted the minister of internal affairs. Soon the foreign minister was accused of corruption, and got arrested.
The president, and most of the ministers were also in favor of accepting the deal mainly because it would lower the defense spending and enable the country to direct the funds in other sectors of the troubled economy.

The army of the Confederation entered the territory of Hungary a few days later, after the premier and the president officialy signed a 'protection agreenment' with the delegation of the Confederation. The agreenment however was kept secret untill a few days later, when it was announced to the publick.


After the war between Russia and ECA started, the Russian army was allowed to use Hungarian territory to move it's forces to the front.

Delegation of Balkan Confederation met with Russian delegation in Moscow in April, and the meeting was closed to the publick.

In october Romania, Bulgaria and Serbia sent a number of units to protect the territories under Russian control. At the same time Greece closed it's waters to foreign ships, but allowed the Russian Federation to move trough their territorial waters freely. By December Greece signed an alliance with Russian Federation, joining the rest of the members of the Balkan Confederation.

A secret project that was started a decade ago connected the Russian military base in Serbia to the city of Sevastopol in Russia with an underground railway. Thanks to the new technology of vacuum 'Tesla' tubes, the travel time was between 30 and 45 minutes.
The tubes were powered by mini-nuclear power plants, and the safety of travelling was completely funded by Russia. With three safety systems working independently, there was almost no risk of accidents.
The project was hidden by claiming that the new gas pipeline was being built.
During the year, a few more 'gas pipelines' were built all around Serbia.

2046.

-Domestic policy

The biggest Serbian and Greek nationalist movements merged, with a goal of ensuring that the plan of Stojan Milovanovic is implemented. They expanded Milovanovices plan by adding the territory of 'the future Byzantine Federation members and lands that belong to the Federation by right', mostly basing it on history.
The new organisation was very poppular both in Serbia and Greece, and it claimed it has 'close to a million members'.

As Balkan Confederation was in the state of war, there were no elections in member nations.

The Council of the Confederation got it's permanent residence in Skopje, which is from 2046. considered official center of the Confederation.

Greece tok the presidency over the Council of the Balkans in January, with the Greek president naming Eurystheus Valli as the chairman.
In April the chairman announced that the Council of Balkans will try to expand it's 'duties and obligations' in serving the interests of the member nations.

-Foreign policy


The Council of the Confederation opened their 'regional headquarters' in the Hungarian capital.
Hungary was granted a 'special status' in trade with Serbia. Two political parties openly started advocating for applying for membership in the Balkan Confederation, and one was openly very hostile to the very idea of Balkan troops being present in Hungary. During the entire year they organised 'anti-Confederation' protests, which always turned violent. The anti-Confederation protests were countered with pro-Confederation protests, which were peaceful.
First anti-Confederation protest tok place in front of the regional headquarters, with some protesters entering the front yard and attempting to get inside. The Hungarian government sent more riot police officers which prevented more protesters from entering, while those who already entered were detained and handed over to the Hungarian police by the end of the day.
Finally, after the third protest which turned violent, the leaders of the party were arrested for creating instability and openly calling for physical violence, and sentenced to prision. After that, there was no more notable anti-Confederation protests.

Balkan Confederation officialy sent a request asking the Hungarian government to allow permanent bases on their territory, and after a few weeks Hungary accepted to lease more bases and let the BC members build new, 'permanent' bases on their territory.


2047.


-Foreign policy

The official army of the Confederation was sent to Italy, Austria and Slovakia, tasked with ensuring the supply rutes of the Russian army.
After the intensified meetings between the delegation of the Confederation, the government of Slovakia and representatives of Russia, Slovakia was declared a 'protectorate of the Confederation' in November.
With the support of the Russian Federation, the Confederation opened a new 'radar center' in Bratislava, equipped with early warning system that could dettect everything in a large radius. The radar was meant to warn the Balkan and mainland Russia from any attacks coming from the direction of GB and Spain.

In June the Confederation accused the government of Albania of acting as a proxy for possible ECA incursions into the region.
The Greek and Serbian navies entered the territorial waters of Albania, blocking all ships from exiting the territory. At the same time, the Serbian army attacked from North and East, while the Greek army attacked from the South. The small, poorly quipped Albanian army could not ressist the attack on four sides, from land, air and sea.
Within three weaks the entire territory was under control of the Greek and Serbian army, and was divided between the two nations.

The operation was poppular among the citizens of the Confederation as 'operation Remove kebab'.



2048.

In early January, a regular security meeting between the representatives of BC and RF was held in the city of Nis. The first part of the meeting was open to the public, while the second part was held behind closed doors.
It was decided that the Balkan forces will continue maintaining peace and stability in Italy and Austria, while the Russian forces advance further to the west.
At the second part of the meeting which was closed to the public, the Balkan delegation proposed a plan to create a long line made of minefealds, traps, underground bunkers and tunnels, as well as deploy AA batteries and long-ranged artilery, named "the back security line".
It was suposed to be divided in two sections, the South section which would be built and manned by the Balkan Confederation, and the North sector which would be built by Russian Federation. The two allies were also suposed to send reinforcements to eachother's regions where ressistance was expected.
It was decided that the Russian troops should continue being sent to the frontline, while the BC troops will secure their lines of supplies and communication. The reason for this decision was the assurance of the Russian delegation that the war will end in their victory soon, while the BC was granted the neccessary equipment in order to intensify military production.


-Foreign policy

A series of talks between the government of Croatia and Balkan Confederation were held during March and April. The territory of east Croatia, particularly the Croatian coast, was seen as an area which must be controled to enable the Confederation to defend itself against a possible counter-offensive from Italy.
After the talks failed in late April, the council of the Confederation decided to procede with the plan, with or without and agreenment with the Croat government. The job was given to Serbia and Greece, while Bulgaria and Romania were ready to send reinforcements.

The Serbian army, supported by the Greek navy and a few ships from Montenegro, entered the territory of south-east Croatia on 3rd May.
Along the way, the bases of the Croatian army were encircled. No one was allowed to enter or exit. The Croatian government announced during the same day that they started negotiating with the Confederation, which wasn't confirmed or denied.
On 4th May, protesters gathered in Zagreb to protest against the 'toothless government', which was accused of being cowards. The advances of the Balkan army continued, but there were no serious incidents.
On the 5th May there was an incident in a newly encircled base near the town of Perusic, when the soldiers in the base opened fire on the Confederation army, injuring three soldiers. The Confederation returned fire and stormed the base, arresting all military men inside.
On the 6th May, the delegation of the Confederation met with the Croatian government in Zagreb, while the army was advancing towards the city of Ogulin. Later that day it was announced that an agreenment was reached. The Confederation agreed to turn over the arrested soldiers to the Croatian government, while the entire sea coast of Croatia was 'under the protection of Confederation'. As a result, all military personell of Croatia had to be removed from the territory.

It was later decided on the meeting of the council of the Confederation, that Dalmatia will be under direct Serbian management, whiel Istria and Kvarner will be under Greek management.
One week later, the control of Slavonia was transfered to Serbia. Riots and protests in Croatia were concentrated mostly on the North-West of the country and the capital. The move paralized the country, while the protesters demanded that the government steps down.
In BC-controlled territories of Croatia however, there were just a few isolated incidents, and no bigger protests tok place.



On the 20th May, the delegation of the Confederation met with the representatives of Slovenia in Ljubljana. Three days later the army of the Confederation was officialy allowed to move trough the territory of Slovenia without any checks and searches, but only on agreed routes. In return, Slovenia was granted a special status in trade with the members of the Confederation, which allowed some of the state-owned companies to export to Slovenia at "reasonable prices".
The Slovenian government announced that they are still a neutral country, but noted that "when circumstances change, so do the rules". There was speculation that Sloveia was offered to join the Confederation, but the chairman of the Confederation council denied it, saying that "at this point Balkan Confederation can only grant some "outsider states" special status, but only in relation with economy".

In April, Balkan Confederation started the moddified "last frontier" plan in order to keep ECA on a safe distance from the borders. Calculating the speed, direction of the enemy attacks and estimated time required to prepare the operation, the new "last border" had to be closer to the Confederation in order to be completely finished by the time the enemy arrives. One of the most important goals was to make sure there is no fighting on the territory of the protectorates Slovakia and Hungary.
The Greek units started evacuating from the Italian Sardinia and Croatian Istria and Kvarnar region in order to fortify the remainign defenses, but the sea attacks of the BC fleet on the enemy positions in Italy intensefied. As Adriatic Sea was still heavily monitored by BC, every non-BC watercraft was first warned to go back to the shore, and if the warning was ignored, it was sunk by long-range land-to-sea missiles.


2049.

Kremlin, Russia.

-Foreign policy

Balkan Confederation mainly had a passive role in the entire Russo-ECA war, but from the year 2048. it became a little more active. One year later in 2049, BC was directly involved in many operations in Italy, and the entire "South Sector". At first they were maintaining peace in the entire territory of Italy under controll of the Alliance, but later as more Russian units started being redirected to the North, the army of the Confederation was fighting on the frontline. The fights were mostly reactionary, and ECA was concentrated on the North fighting Russians more anyway. The BC started executing the moddified plan of "the last stronghold", a line after which there will be no pulling back. Due to diferent factors the line was moved to the south-east, so instead of incorporating most of the territory of Italy it was a line streaching from the little town of Senigallia diagonaly to Anzio, just south from Rome. However it wasn't until later in 2049. that the BC Army withdrew completely from the northern Italy and concentrated on that "last line of defense". Heavily bombarded, BC held the enemy forces long enough to evacuate the remaining Russian units left on the strategic positions on the north to Sicily and southern Italy.
Meanwhile on the Balkans, the Greek land units completely abandoned the territory of Istria and Kvarner, relocating behind the same line on the South-Eastern Europe, to the side under Serbian management.

"Final stronghold" line

The "final stronghold line", mostly called "the last stronghold" or "last line of defense", is a huge area that started being built in 2048. on the Senigallia-Anzio line in Italy. It is a huge area of minefields, tank traps, bunkers, fences, trenches, watchtowers and similar, fortified with artilery, dug-in tanks and mortars for long-range attacks. The line was set strategicaly to disable the enemy from using some routes for strong attacks. Significant cities such as Rome and Vatican would easily be targeted, so the very ends of the defensive line was safe from land attacks. The Greek navy in the area was a constant threat to the enemy supply lines, as well as the Serbian strategic forces.
The command center of the entire area of south Italy was in Sicily, which was turned into an even more fortified, "bomber-free" island. The few bombers of each operation that managed to reach Sicily and drop the bombs were very ineffective. More massive bombers almost never managed to pass the combined anti-air forces, so after several attemts to destroy the command center the enemy decided to stop wasting their time and effort and concentrate on the northern front.


During the mutiny of the Russian units which sided with the protesters in Czech Republic, Serbian G-4 bombers stationed in Slovakia were sent to perform low fly-over over the city. The move created panic dispersing the crowd, because the bombers seemed to be fully loaded.
Later it was revieled that the BC contacted the Russian side before the fly-by, and that the move was suposed to 'discipline' the rioting Russian soldiers. The soldiers which were confirmed to take part in the protests were banned from entering the territory of BC member states, because the council decided that such 'treacherous' actions are a disgrace for the entire CSTO. On the interview, the chairman said that "without interfearing in the business of the Russian Federation" , if such treason was performed by any of the BC troops it was "most likely" that the army would "react without much restraint".



Near the end of the war, the chairman of the Confederation Council offered help to the Russian President Suvorov. However there was no change and the BC units remained in their northern protectorates and ensuring the supply lines to the Russian Army in Poland.
As ECA was advancing, all sorts of rumors and speculations about what the allies will do next tok over both the domestic and the enemy media. The Russian president held a meeting with the presidents of Balkan Confederation was held in Moscow. The meeting was closed to the public and no announcements were made after it.


Once the ceasefire tok place, the Balkan Confederation did not take part in the peace talks. As a retrebution, the Confederation refused in advance to evacuate from South Italy and announced that it's increasing military presence in the protectorates Hungary and Slovakia, no matter what the sides agreed to. This move has put the talks in danger, and ECA threatened to continue the war. The BC responded with preparing the Serbian nuclear missiles, putting it in a status equivalent to DEFCON 2. After this, and on the initiative of the Russian delegation, the delegation of the Balkan Confederation was included in the talks.

One result of these talks was that the new borders on the balkans were officialy recongized. The agreenment also included that Slovenia, Croatia, Hungary and Slovakia will not become members of any miliary or economic union associated with NAU, ECA and CSTO member countries. In return, BC agreed to gradualy pull out theit armies of Italy and the protectorates of Hungary and Slovakia. The delegation of the Confederation also inssisted that ECA and NAU gave legal guarantees to Hungary and Slovakia that they will not get involved in any conflicts on their territory within the next twenty years.
Another section of the agreenment was a secret pact between ECA, CSTO and NAU. The Balkan Confederation recieved the right to expand further, taking the territory of Turkey. NAU and ECA agreed to not interfear, or provide any kind of support to Turkey.
This was the plan of the BC delegation all along, but the delegation of ECA was tricked into offering this in exchange for the neutrality of Hungary and Slovakia, knowing that Constantinopol(Istanbul) is important for the very idea on which the Confederation was made.

If you made a faction, I would think it would be more of like a concept kind of thing, with an emphasis on early detection and long range vision maybe, since they're making protectorates too.

I already started making the list, altough i still need to decide exactly which unit to give to which General.
The 'how it would look like' thread will most likely have four Generals ( to be fair to all four nations ), focusing on diferent things.
