Defector Power to Load as SuperWeapon Options

Hi,

I am trying to find a way to make China Propaganda Center's Special Power "Defector" to Load as a Super Weapn. Just like a Super Weapon you don't get to use that weapon after 5 min, I want to add a similar function to Defector as well, so you can only use it after Building Propaganda Center > after 3 min, and not Instant grant of power once the Propaganda Center is built.

I have searched the code for Propaganda Center, Special Power Defector and Science Defector. There is not much difference in it compared to Nuclear Missile, just that Nuclear missile has no SCIENCE code.

I guess it's not possible... may be hardcoded in the game !
