Help with ECU howitzer, I cant seem to work the long range shells of the howitzer defence.

I have built a few howitzers in a skirmish game, and then I designated a enemy building with the marksman, and nothing happens, the howitzers don't even fire. How can I actually make it work?
I used patch version 1.86 with gentools, if anyone needs it
