Question about Boris' loadouts Options

So currently, once Boris picks a loadout, he can only switch to another one after he dies and is retrained; he can't, say, send him back to a Barracks or Field Quarters to "reboot" his loadout, which would allow you to retain what veterancy levels he had gained. Is this simply due to the limitations of the SAGE engine, or is it a deliberate choice on part of the ROTR devs?
