Is it possible to propose a mod project to SWR?

I've once thinking about making my sci-fi into ZH (or other C&C) mod. However, I lack various skills required in making a mod.
So, I would like to ask simply this.
Is it possible to propose a mod project to SWR?

Propose all you please there is no rule that forbids you from doing that i can however state now that we will not make any more C&C projects unless something totaly amazing happens to a future C&C and that it's as easy to mod as generals was but the chances of that happening are as high as any of us winning the lottery jackpot.

sc2 doesnt use modding they have that whole map editor system that makes maps able to be played from the same client but it would prob be easier and i dont think SWR will even start with sc2 if they havent even started with warcraft 3 considering the sc2 editor is just a more up to date version of the war3 editor you can alrdy do all those things they showed in sc2 with war3 so its rly nothing new besides the fact that that uberlisk had like 4 different attacks while you can only have one unit do one type of attack in war3 thats excluding skills.
