It's called CnC Online, Basically a way of returning online play back to the games EA cut off.

These guys allready have a server up and running for the battle for middle earth games so yes i would say its pretty legit.

They were planning this since the announcement of the GameSpy closure (and back then the aforementioned BFME server - supporting both BFME1 and BFME2 - was already running). For the record, I am hosted upon Revora, the network behind that, so yea, they are legit and tbh I'm not that surprised that they did pulled it off in the long run.
