Tesla tank not getting promoted when using their tesla discharge ability to destroy buildings. is that intended?

I suspect yes because the vehicle is under the effect of "paralysis" when the ability is triggered; some trick must be applied at the moment and the weapon itself is not of the vehicle but something "neutral" (assumption), so the experience does not "belong" to the vehicle.

guys and now that we know that tesla tank is not getting the promotion for destroying the buildings using it's tesla discharge, can't it be fixed for good?
