I found this in the last error which is 4 minutes from now:

I was running the mod as administrator so I am not sure why it did not have permission.

Yup, launcher is run as administrator.

Same thing happens to me (almost) every time. I think it's because of how many units there are. Which basically tracks back to the engine of the game.
It's 15 year old. That would explain a lot.
